Carroll, William “Bill”

Albany, NY – William J. “Bill” Carroll, 81, passed away October 7, 2022. Bill was born in Albany in 1941, the eldest of three sons to the late Joseph W and Dorothea P (Devlin) Carroll. In his youth Bill was a communicant of St. Theresa of Avila Parish, a graduate of Vincentian Institute and Siena College. He spent some time at La Salette Seminary prior to deciding the priesthood was not his path.

Bill married Isabelle “Missy” Kelly on December 28, 1963 in the Our Lady of Lourdes Grotto at VI. Bill met his bride as a small lad when his father gave Missy and her father a ride home from downtown Albany. Always the historian, Bill’s first job was as a guide at Fort Ticonderoga during the summer and thus began his lifelong love of local history. Bill started his career in healthcare at the former Villa Mary Immaculate while in college. He then joined St. Peter’s Hospital, eventually serving as the Director of Ambulatory Services and later in a similar role at Amsterdam Memorial Hospital. In 1988, he was appointed as the Executive Secretary to the NYS Council on Home Care. He then served from 1997 through his retirement in 2012 as the Chief of Staff to Assemblyman Jack McEneny. During this tenure, he was recognized for his service to the American-Irish Legislators Society.

In retirement, Bill was able to spend more time on the Carroll, Devlin, Kelly, Crone, Pfordt genealogy and added photo companion books to his library of family history books. Also, Bill and Missy enjoyed trips with family and friends to Ireland and Cape Cod. Bill was a longtime communicant and usher of The Parish of Mater Christi.

Bill is survived by his children; Christine (Tim) Gordon, Brian (Kate) Carroll, Michele (Christopher) White, Scott (Christine Motta) Carroll, Timothy (Melissa Jones) Carroll, Maura (Brian) Harrison and Daniel Carroll. He is also survived by his brother Robert (Debra) Carroll as well as in laws Denise Carroll, Patricia Biggar, Ann Kelly, John Kelly, and William Kerr; grandchildren, Maggie, Luke, Sara, Connor, Jackson, Riley and Wyatt Carroll, Jeremy (Alicia), Kristin, Sean and Reed Gordon, and Hannah and Bailey White and great-grandchildren, Kaydence, Josiah and Timothy Gordon. In addition to his wife Missy, Bill was predeceased by his infant son William “Billy”, his brother Paul Carroll and in laws James and Patricia Kelly, Charles Biggar, Bernadette Grogan, William Kelly, Carolyn Kelly and Janet Kerr. He is also survived by many cousins, nieces, nephews, relatives and friends. The family wants to thank all of the friends and family who supported Bill and the rest of us during these final days of his journey, in particular, the Staff of Teresian House 3B wing and Ann Glavin Kelly for all of her time, loving care, knowledge and support.

All are invited to visit with the family on Wednesday October 12, from 4-7 pm in the Daniel Keenan Funeral Home Inc. 490 Delaware Avenue. Funeral services will be held Thursday October 13, at The Parish of Mater Christi, where his Funeral Mass will be celebrated at 9:30 am, followed by interment in the family plot at St. Agnes Cemetery, Menands.
